[ARCHIVED] City Awards first Bid for Broadmoor Area Improvements

Broadmoor Phase 1A

The City Council, at the January 23 Special Meeting, awarded the first round of bids for the construction of the Broadmoor Area improvements.

The Council awarded a $600,000 bid to Goodman & Mehlenbacher Enterprises of Kennewick for "Phase 1A" of the nearly $40 million in planned improvements to the Broadmoor area. The Phase 1A project provides for rough grading for the alignments of the future Road 108, Sandifur Parkway, and Road 103 in anticipation of the construction of utilities and roadways in subsequent phases. Goodman & Mehlenbacher was the winning bid out of 11 other bids and was significantly lower than the engineer's estimate.

The $40 million in improvements to the area include these interior roads, the extension of Sandifur Parkway to the west of Broadmoor, the widening of Broadmoor Blvd north of I-182, and significant improvements to the I-182/Road 100 interchange as part of the Broadmoor Master Plan. The Tax Increment Financing (TIF) program funds these improvements for the expected significant retail and residential development around Broadmoor. TIF allows municipalities to use the expected increase in property tax from land development for bonds to cover needed infrastructure projects and not burden existing taxpayers.

"We're glad we received several very competitive bids for this project, and this is just the first of many improvements to the area for the infrastructure needed to support the development coming to Broadmoor," said Public Works Director Steve Worley.
