Adam Lincoln joined the City in October 2020 as Deputy City Manager, then was promoted to City Manager in April 2023. Previous to Pasco, Lincoln was the City Administrator for the City of Pullman, Washington, beginning in 2016. Prior to that, he was the Assistant to the City Manager for the City of Lakewood, Washington. Lincoln also served with the City of SeaTac, Washington, and was a Legislative Aide to two different Washington State legislators.

Professionally, Lincoln is a member of International City/County Management Association (ICMA), and serves in a leadership role with the Washington City/County Management Association (WCMA). Lincoln received his undergraduate degree from Western Washington University and his MPA from the University of Washington Evans School of Governance and Public Policy.
