Description:
The City of Pasco, Washington, (City) Department of Public Works – Engineering is soliciting a Statements of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide civil engineering services for signage and striping improvements at Road 68 & Burden Boulevard. The anticipated project will design improvements at the intersection of Road 68 & Burden Boulevard and end near the I-182 westbound ramp. The duration of this agreement will be for approximately three (3) months and is anticipated to be completed by July 2020, with the option for the City to extend for additional time and/or money if necessary.

The project includes development of traffic models incorporating proposed improvements to present to the City of Pasco. With recommendations from the Consultant, the City of Pasco will determine which options to pursue. The Consultant will develop a report recommending changes to implement. Bid documents will be prepared based on the recommended solution.

The selected firm will be responsible for following all process and completing all documentation required to comply with Washington Department of Transportation (WSDOT) and/or Federal Highway Administration (FHWA) requirements. The selected firm’s submittals will be evaluated and ranked based on the following criteria: Project Understanding & Approach, Project Team Experience & Qualifications, and Presentation, Organization and Clarity of RFQ Submittal.

The Scope of Work will include, at a minimum, the following elements:
- Provide traffic modeling of several potential improvements through industry recognized modeling programs such as Synchro.
- Present findings and recommend a solution to the City for consideration.
- Prepare a design report describing the recommended signage and striping changes to be implemented.
- Provide all design documentation and PS&E required to conform to FHWA/WSDOT standards.
- City will provide Traffic Counts; NEPA Categorical Exclusion is anticipated; no Right-of-Way needs are
anticipated.

The City has received funding from WSDOT through FHWA’s Surface Transportation Program (STP) and the selection and award for the contract must comply with federal requirements. This project does not have a mandatory Underutilized Disadvantaged Business Enterprise (UDBE) goal. This project does not have a voluntary Small Business Enterprise (SBE) goal. A zero percent UDBE was established by WSDOT on March 9th, 2020.
