The City of Pasco, Washington (City) Department of Public Works – Engineering is requesting Proposals from qualified Firms to provide On-Call Materials Testing Services, during the calendar years (CY) of 2020-2022, for federally-funded Public Works transportation projects, as identified in the City’s Capital Improvement Plan (CIP) and listed in the Washington State Statewide Transportation Improvement Program (STIP). The estimated start date of this contract will be May 2020. One (1) Firm will be selected for this RFP. The selected Firm shall be responsible for performing all tasks necessary to complete the work, including testing, inspecting, and documentation of materials according to applicable Federal Highway Administration (FHWA) and Washington Department of Transportation (WSDOT) codes, regulations, and standards.
The work associated with the materials testing services shall include (but not limited to):
- Compaction Testing of Native Soils, Crushed Surface Base Course (CSBC), Crushed Surface Top Course (CSTC)
- Hot Mixed Asphalt (HMA)
- Concrete Testing of any/all structural concrete (i.e., curb/gutter, retaining walls, etc.)
o Air entrained, slump, cylinder samples to include 7, 14, & 21 day breaks, etc.
- Rebar Inspection
Each test should be priced independently and include an itemized list of charges and approximate hours and associated rates needed to perform each task. We recognize the variable nature of these charges so we request an adequate “standard” quantity based on your specific capabilities. These will be used to evaluate the proposal and as reference for invoices received for the executed task orders.
This RFP will serve the following federally-funded Transportation Projects within the City’s CIP and that are part of the WSDOT Statewide Transportation Improvement Program (STIP):
- Argent Road Improvement, Phase 3
- Lewis Street Corridor Improvement
- Road 68 & Burden Boulevard Intersection/Channelization Improvements
- Road 68 Widening – South of I-182
- Traffic Signal Improvements – City Wide Phase 2
- Wrigley Drive Extension
- Court Street & Road 68 Intersection Improvements
