1. Who is responsible for paying unpaid City of Pasco utility bills?

Unpaid bills can be held as a lien against the property. For information on how to prevent delinquent bills from becoming a lien against the property, please contact the Customer Service / Utility Billing Department at (509) 545-3488.

2. What do tenants need to do to sign up for water service in their names?

A tenant must have a rental/lease agreement in their name stating they are responsible for utilities, a valid picture ID, and the full amount of the required deposit in order to sign up for service.

Landlords have the option of not releasing the keys to the tenant until they verify the service is under the tenant’s name.

3. Can I be notified of tenant delinquency?

If requested by the landlord or property manager in writing, a duplicate can be produced of the delinquent notice that was sent to the tenant. However, prior to doing so, the City of Pasco must also notify the tenant that when their account becomes delinquent we will also be sending the landlord/property manager a duplicate notification.

4. What happens in the event the water service is disconnected due to delinquency?

As per Pasco Municipal Code, in the event of a turn-off for non-payment of a delinquent account, the water shall remain turned off until the delinquency and all resulting charges are paid in full.

Please do not tamper with the meter or the padlock that may be placed on the meter. It is unlawful to turn water on or off at the meter or to tamper with the water meter, associated valves or piping. There will be charges for tampering, any damages to the meter, the cost of the time necessary to repair those damages, and for damaged locks.
