[ARCHIVED] City Manager Selection Process

The Pasco City Council is in the process of evaluating the four candidates interviewing for the City Manager position, and will be meeting in Executive Session today for deliberation. The public had an opportunity on Wednesday night to meet and give written comments on the candidates. The City Manager is appointed by and serves at the discretion of the Pasco City Council.

The candidates invited to participate in the selection process are:

Timothy Hacker is from North Las Vegas, Nevada, and was the City Manager for North Las Vegas from 2011-2013. Prior to that he was the City Manager for Mesquite, Nevada, for five years, and City Manager for Kewanee, Illinois, for nine years. Earlier in his career, he has also been Executive Director for the East Central Iowa Council of Governments, City Administrator for Humboldt, Iowa, Planning Director for the North Iowa Area Council of Governments, Planning and Zoning Administrator for the City of Wood River, Illinois, and Senior Planner for Peoria County, Illinois. Mr. Hacker has a Master of Public Administration degree from Southern Illinois University, and a Bachelor of Science degree in Community and Regional Planning from Iowa State University.

Michael Pence has been the County Administrator for Flathead County, Montana, since 2005. He has over 32 years of city and county experience and has been the City Administrator for Kemmerer, Wyoming, City Manager for Ocean Shores, Washington, City Administrator for Sibley, Iowa, Auditor for Hardin County, Iowa, and Deputy Auditor for Grundy County, Iowa. Mr. Pence was also Commercial Development Manager for the Quinault Land & Timber Enterprise, Ocean Shores, Washington, for five years. He has a Bachelor of Arts degree in Business Management from Buena Vista University, Storm Lake, Iowa.

John Williams has been the City Manager for the City of Battle Ground, Washington, since 2009. He was the Deputy City Manager for over two years at Battle Ground before becoming City Manager. Prior to that he was the Human Resources Director for the City of Puyallup, Washington, from 2001-2007, and he was Senior Human Resource Analyst/Labor Relations Manager for the City of Richland, Washington, from 1992-2001. Mr. Williams has a Bachelor of Arts degree in Business Administration for the University of Puget Sound, Tacoma, Washington.

Dave Zabell has been in local government for over 33 years. He is currently the City Manager for the City of Fife, Washington, a position he has held since 2011. Prior to that he was Assistant City Manager for Yakima, Washington, from 2005-2011, Public Works Director for the City of Bothell, Washington, for five years, and he was with the City of Marysville, Washington, from 1985 - 2000, serving in positions including Engineer, Public Works Director and he was City Administrator for the last seven years. Mr. Zabell has a Master of Public Administration degree from the University of Washington, and a Bachelor of Science degree in Public Administration from Upper Iowa University.

Scott Morgan, the fifth candidate invited, withdrew from consideration earlier this week.
