Agenda Item/Action Taken:

CONSENT AGENDA:

3(c) Federal Legislative Consulting Agreement. Council approved the agreement with Gordon Thomas Honeywell Governmental Affairs for federal legislative consultant services and, further, authorized the City Manager to sign the agreement.
Action Officer: City Manager Gary Crutchfield.

3(d) Tri-Cities Regional Public Facilities District. Council appointed Councilmember Saul Martinez to a three-year term (to expire 10/1/2014) on the Tri-Cities Regional Public Facilities District Board of Directors, replacing outgoing board member, John Merk.

3(e) Resolution No. 3357, accepting the work performed by GameTime for equipment and installation of the playground at Capitol Park. Approved.
Action Officer: Administrative & Community Services Director Rick Terway.

3(1) Resolution No. 3358, accepting the work performed by Michels Pipe Services, under contract for the "A" Street Water Line Repair. Approved.

PUBLIC HEARINGS AND COUNCIL ACTION ON ORDINANCES AND RESOLUTIONS
RELATING THERETO:

7(a) Kurtzman Park Neighborhood Local Improvement District (LID) 149. Council closed the public hearing and tabled action on this item until the December 19, 2011 Council meeting.

7(b) 2012 Annual Operating and Capital Projects Budgets. Following conduct of a public hearing, Council moved for first reading by title only of: Ordinance No. 4028, for consideration of the 2012 Annual Operating Budget AND Ordinance No. 4029, for consideration of the 2012 Capital Projects Budget.

ORDINANCES AND RESOLUTIONS NOT RELATING TO PUBLIC HEARINGS:

8(a) Ordinance No. 4030, amending Title 13 of the Pasco Municipal Code regarding water and irrigation water utility rules and regulations and, further, authorize publication by summary only. Adopted.
Action Officer: Public Works Director Ahmad Qayoumi.

8(b) Resolution No. 3359, approving a Special Permit for the location of a Level Two Community Service Facility (Union Gospel Mission) in an I-1 (Light Industrial) Zone at 225 South 4th Avenue. Approved.

8(c) Resolution No. 3360, approving a Special Permit for the location of a Level One Community Service Facility (Power Zone) in a C-3 (General Business) Zone at 1202 W. Lewis Street. Approved.

NEW BUSINESS:

10(a) Wastewater Treatment Plant Optimization Improvements Project, #C3-10-51-SWR. Council tabled this item to the December 19 meeting.
Action Officer: Public Works Director Ahmad Qayoumi.

10(b) Quad Cities Water Permit MOA. Council approved the Quad-Cities Water Supply Memorandum of Agreement between the cities of Pasco, Kennewick, Richland and West Richland and the Washington State Department of Ecology and, further, authorized the Public Works Director to sign the agreement.
Action Officer: Public Works Director Ahmad Qayoumi.

10(c) Ecology Grant for Raw Water Intake and Irrigation Project. Council accepted the grant offered by Washington State Department of Ecology in the amount of $2,667,038.00 for the Columbia Water Supply - Raw Water Intake and Irrigation Project and, further, authorized the City Manager to sign the Interagency Agreement Contract.

10(d) WCIA Liability Coverage Deductible. Council authorized staff to specify a $100,000 deductible with WCIA for the 2012 coverage year.

MISCELLANEOUS DISCUSSION:

11(a) Councilmember Al Yenney volunteered to participate in the Continuum of Care Task Force.
