Public Records Requests

The City Manager designated the City Clerk as the City’s Public Records Officer pursuant to the Washington State Public Records Act (PRA) Chapter 42.56 RCW.

The public records officer oversees compliance with the PRA; however, other City staff members may process a request. When the public records officer or designee receives a public records request, they will:

  1. Provide the fullest assistance possible to requesters;
  2. Ensure that public records are protected from damage or disorganization; and
  3. Respond promptly to all public records requests per RCW 42.56.520.

REQUEST GENERAL RECORDS (including Animal Control Records)

Requests for public records may be completed using the online Public Records Request Portal, powered by GovQA.

Prior to submitting your request, please see if you may have access to records as a matter of right (Police, Fire/EMS), in which you may request request directly from Pasco Police Department or Pasco Fire Department.  

If you are seeking Municipal Court Records, which are outside of the Public Records Act, please request records directly from Pasco Municipal Court.

Requesting Police Body Worn Camera Records: To seek a waiver for video redaction processing pursuant to RCW 42.56.240(14), a copy of photo identification must be uploaded to your request, or if you are an attorney representing a party directly involved, you will need to submit your Bar Association Number when submitting your public records request through the City of Pasco’s Public Records Portal powered by GovQA.

REQUEST POLICE RECORDS as a Matter of Right

The person involved, or a person representing a person involved, in a Pasco Police incident may request Police Record(s) directly with the Pasco Police Department. Other agencies that may have a right to access Police Records may include: a law enforcement agency; DSHS, juvenile justice agency, juvenile's guardian/parent, or juvenile care agency.

REQUEST FIRE & EMS RECORDS as a Matter of Right

The person directly involved, law enforcement agencies investigating fire events or insurance companies, who insure property damaged by fire, are authorized to receive Fire Reports directly from the Fire Department.   Also, a patient, a patient's attorney, a law enforcement agency or a coroner/medical examiner seeking to obtain protected health information (Emergency Medical Services Incident Reports) maintained by the Pasco Fire Department directly with the Pasco Fire Department.

PROHIBITIONS & EXEMPTIONS

The PRA provides that a number of document types and information within a record may be prohibited from being disclosed or exempt from public inspection and copying. A current list of these prohibitions and exemptions will be provided upon request. Also, the PRA (RCW 42.17.260(9) and RCW 42.56.070(8)) prohibits the use of public record lists of individuals for commercial purposes.
