Motor Vehicle Fuel Taxes

The state also collects fuel taxes on each gallon of fuel sold. A portion of these taxes are distributed to cities and counties to help pay for local road and street improvements. All cities and counties receive a portion of the fuel tax collected by the state based on population.

Property Taxes

Property taxes are paid to Franklin County. What is paid to the county includes the portion for the City and the Pasco School District. The City of Pasco's property tax levy rate changes every year. The tax is calculated on the assessed value of a property and is collected by Franklin County. The total property tax that a property owner pays also includes portions for the state, Franklin County, and the Pasco School District.

There are several tax relief opportunities provided by state law, including property tax exemptions or deferrals for senior citizens and disabled persons. Visit the Office of the Franklin County Assessor's website or call (509) 545-3506 for more information.

Sales Taxes

Of the 8.9% sales tax charged on goods and services you buy, Washington State receives 6.5%, and Pasco and Franklin County receive 2.2%. 

Of the 2.4% local tax rate, 0.6% goes to the Ben Franklin Transit District, 0.2% to the Pasco Public Facilities District, 0.1% to Franklin County's Behavioral Health efforts, and the remainder is divided between Pasco and Franklin County for payment on bonds supporting public safety. The city imposes utility taxes (currently 8.5%) on the following services:

  • Cable television
  • Electricity
  • Garbage
  • Irrigation
  • Natural gas
  • Sewer
  • Storm drain
  • Telephone
  • Water

The City receives these taxes directly from the service provider. You may see these taxes itemized on your bills.
